You can tune chance, intervals, jobs, gangs, and external hooks from config.
Start envi-bridge before envi-halloween-addon-scripts.

Start any extra dependencies from fxmanifest.lua before the resource.
Tune stalker chance and interval before going live.
If stalkers trigger too often, lower chance or raise interval.
If police should be ignored, add them to ignored groups.
If fog is too heavy, lower density or remove some areas.
