Peds and Vehicles still in zones with 0 density

The population values do not take effect until you're physically in the zone. Because of this if you're standing just barely outside of the zone with 0 density, peds and vehicles can still physically spawn inside the zone. This script doesn't control where the peds or vehicles spawn specifically, that's all up to GTA, which means they will spawn within a radius around the player.

You will most likely need to increase the size of your "exclusion zone" to be quite a bit larger than the actual location you have density set to 0 for.

Currently, peds and vehicles will not be prevented from entering an "exclusion" zone if they are spawned outside of the zone.
